My troy bilt riding mower blades will not engage when I pull up the button to lower the blades. Why?

Question: When I hurt the mower clean and try to lower the blades do not engage. The blades are not responding. Why?
The reductions on lawn mower. Then I take the brake off. I pulled the lever to meet the blades.

Answer: there should be two levers uncoupling lowered and engaging, but if this mower is different fashion that you could turn the blades and can not be seized. other than that, bad belt? flowing drive pulley?
